3 years ago, Oregonians approved Ballot Measure 110, eliminating criminal penalties for possessing small amounts of any drug, including class A drugs. The results are coming into view – and they are not good. Last year, Oregon had one of the sharpest rises in overdose deaths in the US and one of the highest percentages of adults with a substance-use disorder.
