Failed Riott heroin trial copied

Heroin for users paid for by taxpayers claims success – but the 29-week project monitored only 6 people (of 13 starters), while in the scheme only 4 did not re-offend, ambulance callouts were needed after it. Success was seen as a user preferring taxpayer-funded heroin to street heroin. It reinforces the weak outcomes of the earlier Riott trial.
