Scottish drugs minister calls for meeting with Westminster

In its 56-page Swift, Certain, Tough report last July, the Home Office announced plans to toughen rules around drug possession with a 3-tier system of interventions, saying that 2 tiers – the most and least stringent – could apply to Scotland and Northern Ireland. Scotland’s Angela Constance is now concerned about users.
