States consider recriminalizing drugs

Measure 110 decriminalized small amounts of illicit drugs like fentanyl, heroin, methamphetamines, so that users could pay a $100 fine or call a hotline for a referral to treatment. But the vast majority didn’t call the hotline and drug deaths are rising. So lawmakers in legalized states such as Oregon are now considering upping penalties for drug possession.
