Scottish government’s cynical drugs proposal is about devolved powers

It is a wearying constitutional 2-step: the Scottish government proposes an “innovative solution” to a self-made problem – if only Westminster would grant it the power… and the UK government vetoes it. Thus it made a show of proposing drug legalisation: Regardless of the substance of the bill, its first minister said, Westminster blocking the Holyrood parliament is “dangerous”.
