Drug users given taxpayer-funded phones

Digital Lifelines distributed 908 phones, 103 laptops, 45 other devices and 1,500 connectivity packages with unlimited data. Many recipients were homeless, released from custody or had undergone treatment for addiction. Scottish Conservatives queried if it was best use of public money.
