Vapes are addictive, should be only on prescription

Emeritus Professor Anthony Milton of the University of Aberdeen warned in the Guardian that people who vape should be regarded as drug addicts and doctors should wean patients off them. He noted more and younger children becoming addicted to nicotine, and added chemicals.
