Is drug prevention radical?

Drugs now kill 3 times as many people each year as in road accidents. Last year, 5,448 people in England & Wales died after taking illegal substances such as cocaine and heroin; 1,172 in Scotland. The numbers are rising – and omit criminal violence and drug driving. Drug abuse is not a ‘victimless crime‘. The Mail on Sunday calls for prevention.
