Cartel chaos: Letters of Marque

US senator Mike Lee revived an idea as old as the republic, proposing letters of marque and reprisal to combat drug cartels. These historically allowed private citizens to engage in acts that would otherwise be deemed piracy, such as capturing enemy vessels in war – and nowadays could authorize private security firms or similar to disrupt cartel operations.
