Pueblo County, south of Denver, was once defined by steel and hard work. But after its steel mills and slaughterhouses closed, then recreational marijuana was legalized in Colorado in 2014, local leaders saw an opening. They marketed Pueblo as the “Napa Valley of Cannabis”. Now it is a shadow of its early self.
