Alcohol duty to fund frontline workers?

The Alcohol Health Alliance suggested that government could generate £3.4billion over the next 5 years by increasing duty on non-draught alcohol in line with inflation and reintroducing a 2% annual escalator above inflation. Alcohol harm costs England an estimated £27.4billion every year.
