The planned merger and legal abolition of NHS England into the Department of Health and Social Care aims to be completed in April 2027, pending parliamentary legislation. The NHS Modernisation Bill was introduced to Parliament in May to enable this but the new DHSC Target Operating Model appears overdue. Scheduled for October-November is the launch of a 45-day collective consultation.
