Community-supervised people who use drugs during Oregon’s Measure 110 had a high prevalence of past year overdose, 82% reported high levels of past year police engagement, had concerns about being sanctioned during drug decriminalization and feared legal trouble regarding calling 911 for an overdose, RTI International found.
