Home Office repeats failed heroin experiment

Police & crime commissioner and doctors in Cleveland will use medical heroin in a “last-ditch bid” to wean addicts off heroin: yes, heroin to replace heroin. Or even heroin to replace methadone which was used to replace heroin but failed. Why do they ignore (a) rehab/therapy and (b) the failed Riott heroin experiment?
