Fears that cannabis is being unofficially legalised after discovery that only 22% of people caught in possession are charged with a crime – in Cornwall and Devon, the figure is only 14%. This is despite the Lambeth ‘depenalisation’ experiment showing such moved increased hospital admissions and crime.
