Has WHO succumbed to drug lobbyists?

Has the embattled World Health Organization given in to drug lobbyists? Its regional director’s address – ironically to strengthen the public health response to substance use in the Eastern Mediterranean Region – included “…the criminalisation of drug use contribute to a substantial treatment gap”.
